Rules for punishment in girl's reformatory
Rules for corporal punishment in girl's reformatories - extract from the reformatory rule book.
GENERAL PRINCIPALS
• Corporal punishment (CP) will be the principal form of discipline used in the reformatory to punish teenage girls and girls in their twenties.
• Punishments should be extremely severe with the intention of causing excruciating pain so that the girl is frightened to re-offend.
• Girls should be naked when being punished.
• Girls should be forbidden from speaking during the entire punishment.
RULES AND PROCEDURES
1) Prior to punishment the girl should be sent to the medical officer (MO) for a formal and intimate medical examination. The staff member responsible for imposing the punishment will inform the MO of what punishment has been requested - implement to be use, severity, number of strokes. This information will not be made available to the offender at this stage..
2) On arriving at the MO's office the offender will strip naked and submit to the examination. If she fails to report at the arranged time her punishment will be increased.
3) The offender will be strictly forbidden from speaking whilst in the MO's office or during the punishment. If she does speak or misbehaves in any other way the punishment will be increased.
4) The MO can deliver a number of assessments:
• The offender is not suitable for corporal punishment (rare)
• The offender is suitable for standard severity corporal punishment (rare)
• The offender is suitable for severe corporal punishment (rare)
• The offender is suitable for extremely severe corporal punishment (usual)
5) The MO will issue a certificate and the offender will be taken, naked, to the punishment room in the basement of the prison where she will be told the sentence that has been decided. She will be told what instrument(s) will be used and the number of lashes. Girls may need to be handcuffed or otherwise restrained at this point.
6) Available implements are:
• heavy wooden paddle
• prison strap (3 ft long and 6 inches wide)
• judicial cane (40 inches)
• Singapore cane (4 ft)
• Manx birch (4 ft)
• sjambok (54 inches)
• prison whip
7) Twenty four strokes is the absolute minimum. Normal punishments range between sixty and eighty. There is no upper limit.
8) All strokes will be given with full force in order to inflict maximum pain.
9) Girls will be tightly strapped to the heavy wooden flogging horse with her legs spread wide.
10) Girls will remain in position for two hours after the punishment in order to absorb the excruciating pain.
11) Prior to her punishment, girls are advised to make use of a bucket in the corner of the room to relieve themselves. Any 'accidents' during the punishment will result in it being increased.
